The meeting was called to order by Wendy at 7:04 p.m.

 

Secretary's Report

The minutes of the July 2021 meeting were read by Trustees in advance.  Shirley made a motion, seconded by Wendy, that the minutes be approved.  The motion was approved by a vote of 5-0.

Old Business

 

Major Repairs to Gunn Hwy. Wall – Because of unexpected expenses for Gunn Hwy. wall repair and repainting due to a traffic accident, the topic will be tabled and removed from the agenda.

 

Repairs to Jackson Rd. Wall (Revisited) – Because of unexpected expenses for Gunn Hwy. wall repair and repainting due to a traffic accident, the topic will be tabled and removed from the agenda.

 

Annual Backflow Prevention Device Testing – Penny reported that Dave Forrester from Affordable Backflow Testing conducted the testing in July, and Barbara reported that she paid the invoice of $70 (46.00).

 

Unaudited Financial Statement (Notifications to Property Owners) – Barbara  reported that she had not yet ordered the postcards to property owners notifying them of the Board’s approval of an unaudited financial statement for this fiscal year, but she will do so to meet the deadline of September 30, 2021.

 

Damage to Gunn Hwy. Wall from Traffic Accident – The two-car traffic accident, which occurred on June 17, 2021, caused significant damage to the Gunn Hwy. wall, resulting in large holes. 

  • At the July Board meeting, up to $20,000 was approved for repair of the damage to the Gunn Hwy. wall caused by the traffic accident.  After the meeting, Barbara received an estimate from T-3 Construction for cost of repair of the wall at $19,290 and emailed it to Trustees.  Wendy gave T-3 Construction approval to schedule repair of the wall.  No start date has been scheduled yet.

  • Penny mailed letters by regular mail to the two homeowners whose sections of the wall were damaged to notify them of progress made so far and to advise them that building supplies are in high demand, so it may take a while before repair work can begin.

  • After Wendy submitted T-3 Construction’s estimate to GEICO, the insurance company of the driver at fault in the accident, GEICO requested a breakdown of the costs in the estimate.  Once the breakdown was received from T-3 Construction, Wendy provided a copy to GEICO.

  • Barbara added that, once repairs have been completed, those sections of the wall will need to be repainted, which will be an extra expense for the District.

  • Because the driver at fault in the accident had only $10,000 in liability insurance and the other driver’s vehicle was severely damaged, it is unlikely that the District will receive much reimbursement from GEICO. Trustees discussed the fact that the driver at fault could be sued, but it could result in attorney fees for the District with little or no additional reimbursement.

 

New Business

 

Continuation of Meetings at Northdale Recreation Center – Penny reported that she sent an email to inquire about continuation of meetings there for next fiscal year starting October 2021. She was advised that the room will continue to be reserved for the District and no action is required at this time. However, a new application will be required to be completed in January 2022.

 

2021 Assessment and Certificate to Roll – Barbara reported that the 2021 assessment and certificate to roll were submitted to the County on August 8, 2021 in advance of the deadline.

 

Damage to Water Pipe with Hose Bibb at Casey Rd. Entrance – The homeowner with property at the Casey Rd. entrance notified Barbara that some damage was done to a part of the irrigation system at that entrance while a worker was trimming over-hanging growth from the homeowner’s orchid tree. Allen reported that he went to check on the damage, and he and the worker were able to make a repair to the water pipe and hose bibb with some silicone tape to stop the leak.

 

There being no further business, Wendy made a motion, seconded by Shirley, that the meeting be adjourned, which was approved by a vote of 5-0.  Wendy adjourned the meeting at 7:22 p.m.
