MINUTES OF THE BEACON MEADOWS SPECIAL DEPENDENT DISTRICT

PUBLIC BUDGET HEARING

 

The public budget hearing for the Beacon Meadows Special Dependent District was convened by President Wendy McCrorey at 7:30 p.m. on June 10, 2025 at the Northdale Recreation Center, 15510 Hooting Owls Place, Tampa, Florida.

 

Trustees present:  Wendy McCrorey, Barbara Appel, Penny Phillips, Allen McCrorey, Carol Coon, Steve Castry, Dena Galyardt

Trustees absent:  None

Public present:  None

 

President McCrorey called the hearing to order at 7:30 p.m. and presented the budget for discussion, providing two versions of the budget and comparing estimates for FY25 with projections for FY26.  One version reflected a special assessment rate of $150 (current) and the other reflected a special assessment rate of $125.

 

President McCrorey reviewed all budget categories and the backup schedules justifying how projected items are calculated for both versions.

 

Budget Transfers (99.01) is the standard amount that has been allocated for a number of years.  In the past, the District’s accountant had confirmed this entry was appropriate.  Reserve for Contingency (99.03), which can be up to 10% of total revenues, is the amount that is estimated to cover three months of regular District expenses.

 

President McCrorey reported that the proposed budget was posted on the District’s website on June 7, 2025, in compliance with Chapter 189.418(4) of the Florida Statutes.  The approved budget will be posted on the same website. 

Discussion among Trustees resulted in an agreement that the budget projections for FY26 appeared reasonable for the version with a special assessment rate of $150.  This was based on on-going wall repair and maintenance, maintenance of and improvements to the entrances, such as landscaping and irrigation systems, and potential increases in other expense items.

 

Trustees agreed that the special assessment rate should remain at $150.  

 

Since no members of the public were present, President McCrorey did not open the hearing for public comment.

 

The resolution fixing the special assessment rate for the year 2025 was read.  Trustee Coon made a motion, seconded by Trustee Phillips, to approve the budget, adopt the resolution, and set the special assessment rate at $150.  The motion was approved by a unanimous affirmative vote of 7-0.

 

There being no further business, Trustee Phillips moved to adjourn the hearing.  President McCrorey seconded the motion.  The motion was approved by a unanimous affirmative vote of 7-0.  The hearing was adjourned by President McCrorey at 7:50 p.m.

RESOLUTION FIXING SPECIAL ASSESSMENT FOR THE YEAR 2025

 

            Upon the motion by Trustee Coon, seconded by Trustee Phillips, the following Resolution was adopted by a vote of 7-0.

 

            WHEREAS, BEACON MEADOWS SPECIAL DEPENDENT DISTRICT is a special dependent district duly established and operating pursuant to Ordinance #87-53, as amended; and,

 

            WHEREAS, Ordinance #87-53, as amended, provided that the Board of Trustees of BEACON MEADOWS SPECIAL DEPENDENT DISTRICT  has the right, power and authority to levy a special assessment against IMPROVED RESIDENTIAL PROPERTY in the district for the purpose of maintaining and improving common property; and,

 

            WHEREAS, the Board of Trustees of BEACON MEADOWS SPECIAL DEPENDENT DISTRICT has determined that the assessment for the year 2025 shall be in the amount of $150.00; and,

 

            WHEREAS, the Board of Trustees of BEACON MEADOWS SPECIAL DEPENDENT DISTRICT has had a duly advertised public hearing on the 10th day of June 2025; and,

 

            WHEREAS, the Board of Trustees of BEACON MEADOWS SPECIAL DEPENDENT DISTRICT has presented the proposed assessment and proposed budget to the residents of BEACON MEADOWS SPECIAL DEPENDENT DISTRICT at the public hearing; and,

 

            WHEREAS, the Board of Trustees of BEACON MEADOWS SPECIAL DEPENDENT DISTRICT has heard discussion and comments from the residents.

 

            NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF BEACON MEADOWS SPECIAL DEPENDENT DISTRICT, THIS 10TH DAY OF JUNE 2025:

 

1. That the above recitation of findings of fact is hereby incorporated into this Resolution.

2. The Board of Trustees of BEACON MEADOWS SPECIAL DEPENDENT DISTRICT approves the proposed budget for FY 26.

3. The Board of Trustees of BEACON MEADOWS SPECIAL DEPENDENT DISTRICT approves the proposed assessment of $150.00 for 2025.

4. Upon adoption, this Resolution shall be transmitted by the Trustees, along with the approved budget and all other materials required by Hillsborough County, to the Board of County Commissioners for their approval.
