Trustees Present:        Steven Castry (President), Dena Galyardt (Vice President), Barbara Appel (Treasurer), Penny Phillips (Secretary), Michael Spinelli (Trustee), Carlos Espinel (Trustee)

Trustees Absent:         Rebekah Mabe (Trustee)

Public Present:            Peg Harriman (11708 Shady Tree Pl.), Tammy Phillips (11705 Shady Tree Pl.)

 

The meeting was called to order by Steven at 7:00 p.m.

 

Secretary's Report

The minutes of the January 2026 Board meeting were read in advance by Trustees.  Barbara made a motion, seconded by Steven, that the minutes be approved.  The motion was approved by a vote of 6-0. 

 

Treasurer’s Report (January 2026) (rounded to nearest dollar)

Revenue from previous month:  $1,182

Expenses: 

     Utilities - $142 (43.00)

     Landscape maintenance - $815 (46.00)

     Repair to Gunn Hwy. Entrance Irrigation System - $53 (46.00)

Cash in bank:  $71,795

Available to spend:  $60,025

 

Old Business

 

FY25 Unaudited Financial Statement – Barbara reported that the accountant at King & Walker, Michelle Martinez, entered the necessary information in the state financial system (LOGERx), and it was certified on January 31, 2026, as required.

Repair of Crack and Repainting of Gunn Hwy. Entrance Monument (West Side) - Trustees reviewed the proposal from Steve Norton Painting for this project. All agreed that $450 was reasonable. Barbara made a motion, seconded by Dena, that $450 (46.00) be allocated for Steve Norton Painting to complete the project. The motion was approved by a vote of 6-0. Penny will contact Mr. Norton to advise him of the approval.

New Business

Trustees’ Monthly Task Update

Lights/Irrigation Systems at Entrances 

  • Casey Rd. (Michael) – Lights and irrigation system are functioning properly.

  • Gunn Hwy.  (Carlos) – Lights and irrigation system are functioning properly.

Planters at Entrances (Steven) – The monument with cracks will be repaired and repainted (see above). 

Signs at Entrances (Dena) – Signs are due for cleaning when Dena is physically able to do that.

A question was asked about the one day per week watering restriction in the County. Carlos responded that it was his understanding the Gunn Hwy. entrance irrigation system was already set for one day per week, so the system at the Casey Rd. entrance should be also.

Collapse of Portion of Jackson Rd. Wall

Two property owners (see above), one of them affected by the collapse, asked if the wall could be rebuilt from District funds. It was explained to them that the District's ordinance did not allow for funds to be used for reconstruction of the wall that was originally constructed on private property by the developer. This was confirmed by Mary Mahoney, Director of Co. Management & Budget. The walls on private property can be maintained by the Board, but only on the side facing a public road or right-of-way and only for cosmetic repairs and maintenance. Even if funds could be used, without enough money in the budget, a complicated and lengthy public referendum process would need to be followed. It was recommended that the property owner affected contact the County about the tree in another property owner's yard that apparently caused the collapse. It was also conveyed that she had the right to replace her collapsed wall section with other than a wall.

Other Business

Community Yard Sale

Carlos is still considering a community yard sale for twice a year (April and October). He showed an example of the yard sale signs that would be posted at each entrance of Beacon Meadows, which would not be paid for with District funds.

There being no further business, Penny made a motion, seconded by Barbara, that the meeting be adjourned at 8:12 p.m.  The motion was approved by a vote of 6-0.
