Trustees Present:        Steven Castry (President), Dena Galyardt (Vice President), Barbara Appel (Treasurer), Penny Phillips (Secretary), Carlos Espinel (Trustee), Michael Spinelli (Trustee), Denita Schweinzger (Trustee)

The meeting was called to order by Steven at 7:06 p.m.

 

Secretary's Report

The minutes of the September 2026 Board meeting were read in advance by Trustees. Barbara made a motion, seconded by Dena, that the minutes be approved.  The motion was approved by a vote of 7-0. 

 

Treasurer’s Report (September 2026) (rounded to nearest dollar)

Revenue from previous month:  $0

Expenses: 

     Postcards regarding FY26 unaudited financial statement - $216 (41.00)

     Ad for FY27 meeting schedule - $81 (41.00)

     Utilities - $102 (43.00)

     Landscape maintenance - $825 (46.00)

Cash in bank:  $63,935

Available to spend:  $59,375

 

Beginning of New Fiscal Year Business

 

Reappointment of Trustees and Officers – 

 

Penny made a motion, seconded by Steven, to reappoint the following Trustees:

Seat 4 – Michael Spinelli

Seat 5 – Denita Schweinzger

Seat 6 – Barbara Appel

Seat 7 – Carlos Espinel

The motion was approved by a vote of 7-0.

 

Penny made a motion, seconded by Michael, to reappoint the following Officers:

President – Steven Castry

Vice President – Dena Galyardt

Treasurer – Barbara Appel

Secretary – Penny Phillips

The motion was approved by a vote of 7-0.

 

Resubmission of County Special District Information Form with Meeting Minutes (due by 11/30/26) – Penny will resubmit the form after the October meeting minutes have been approved.

 

Old Business

 

Notification to Property Owners about Approval of FY26 Unaudited Financial Statement/Preparation of Financial Records – Postcards were received by property owners during the week of September 21, 2026. Barbara sent paperwork to the CPA for the unaudited financial statement on October 3, 2026.

 

 

Advertisement for Monthly Board Meeting Schedule for FY27 – The advertisement was published in the Bulletin Board section of the Tampa Times on September 23, 2026. Steven was unable to buy a newspaper, so the advertisement posted on the Beacon Meadows website will be copied for submission with the September meeting minutes.

 

New Business

 

Public Depositor Annual Report (due by 11/30/26) – This was submitted by Barbara on October 6, 2026.

 

Goals & Objectives/Performance Measures & Standards for FY27 (due October) and Report for FY26 (due by 12/1/26) – Penny reported that she will provide the FY27 Goals & Objectives/Performance Measures & Standards to Barbara for uploading to the Beacon Meadows website and will begin working on the report.

 

Annual Fee for Surety Bond for President, Vice President and Treasurer – The $100 fee was paid to RLI by Barbara by online check via TD Bank on October 13, 2026.

 

Annual Fee to Florida Commerce Special District Accountability Program – The $175 fee was paid to the program by Barbara by credit card on October 7, 2026. The credit card balance was paid on October 8, 2026.

  • Gunn Hwy. (Carlos) – No issues identified.

Other Business

 

October Beacon Meadows Yard Sale – It was reported that there was low participation of residents in the subdivision.

 

There being no further business, Penny made a motion, seconded by Barbara, that the meeting be adjourned at 7:31 p.m.  The motion was approved by a vote of 7-0.
