Trustees Present:        Steven Castry (President), Dena Galyardt (Vice President),             Barbara Appel (Treasurer), Penny Phillips (Secretary), Michael Spinelli (Trustee), Carlos Espinel (Trustee)

Trustees Absent:         Rebekah Mabe (Trustee)

 

The meeting was called to order by Steven at 7:00 p.m.

 

Secretary's Report

The minutes of the October 2025 Board meeting were read in advance by Trustees.  Barbara made a motion, seconded by Michael, that the minutes be approved.  The motion was approved by a vote of 6-0.  The November 2025 meeting was cancelled due to closure of the meeting facility, so no minutes were drafted.

 

Treasurer’s Report (October/November 2025) (rounded to nearest dollar)

Revenue from previous month:  $4,183

Expenses: 

            Utilities - $150 (43.00)

            Landscape maintenance - $815 (46.00)

            Financial statement - $750 (32.00)

Cash in bank:  $45,317

Available to spend:  $31,487

 

Barbara commented that the water bill was $40 higher at the Gunn Hwy. entrance (see below).

 

Old Business

 

FY26 Budget Package – No word has been received from the County as to the status of the package.  Penny will contact Mary Mahoney, County Management & Budget, before the January Board meeting to check on this.

 

Required Submissions – The following have been submitted before the deadline:

 

  • Approved Meeting Schedule with Minutes and Advertisement

  • Special District Information Form

  • Unaudited Financial Statement with Minutes and Postcard

 

Report of Goals and Objectives / Performance Measures and Standards

 

The report was reviewed by Trustees. No questions about the report were asked or revisions recommended.  Barbara will upload the report to the Beacon Meadows website, as required.

 

Michael recommended that projects be documented with before and after pictures.  This was discussed by Trustees, and it was agreed that this could be done for high-cost projects and decided on a case-by-case basis. Michael agreed to be photographer.

 

New Business

Trustees’ Monthly Task Update

  • Lights/Irrigation Systems at Entrances

 

            Casey Rd. (Michael) – Lights and irrigation system are functioning properly.

 

Gunn Hwy.  (Carlos) – Lights are functioning properly but there is a problem with the irrigation system. Sprinklers on west side came on but not on east side. Drip irrigation was not checked, but the water leak may be there.  Carlos agreed to investigate further.  Penny offered to contact Jim Sears of Gator Property Management to see if his company repairs irrigation systems.

 

  • Planters at Entrances (Steven) – Mulch at both entrances needs some touchup; this may be delayed, since mulch was applied last fiscal year. Orchid plant at Casey Rd. entrance needs trimming away from ligustrum but belongs to the property owner. Michael offered to trim, if possible. At Gunn Hwy. entrance, there is a deep crack in the monument and wilted plants (west side). Vines growing into sign (east side) have been removed.

 

  • Signs at Entrances (Dena) – Signs are due for cleaning.

 

Records Management Compliance Statement – Penny explained to new Trustees that this must be completed and submitted every year to confirm that the District is in compliance with the State public records retention law. Steven signed the form for Penny to submit.

 

Holiday Decorations – Dena reported that she replaced one string of icicle lights at the Casey Rd. entrance, which she had. She added that she did not need to purchase additional decorations for the wreaths for next year, since she had enough.

 

Other Business

 

Beacon Meadows Yard Sale – This topic has been tabled until a future Board meeting.  Carlos recommended a spring yard sale.  Banners could be purchased for each entrance to advertise the event.  NextDoor and Marketplace could also be used.

 

Walmart Shopping Carts at Gunn Hwy. Entrance – Steven reported that four carts had been left by the Gunn Hwy. entrance.  He contacted Walmart management about this, and the carts have been removed.

 

Fence Post Concrete at Gunn Hwy. Entrance – It was suspected that the two heavy posts surrounded with concrete had been left behind when the fence at the house on the east side of the entrance was replaced. Penny contacted the property owner’s daughter about this, but she claimed they were not part of the original fence.  Penny contacted both Jim Sears at Gator Property Management and Bryant Leonard at Cutting Green for removal estimates.  Mr. Sears quoted $100 and Mr. Leonard quoted $50. Barbara made a motion, seconded by Penny, that up to $100 be approved for removal of the posts with concrete.  The motion was approved by a vote of 6-0.

 

There being no further business, Carlos made a motion, seconded by Dena, that the meeting be adjourned at 8:04 p.m.  The motion was approved by a vote of 6-0.
