AGENDA

Trustees Present:        Wendy McCrorey (President), Dena Galyardt (Vice President),

Barbara Appel (Treasurer), Penny Phillips (Secretary), Allen McCrorey (Trustee),

Steve Castry (Trustee), Carol Coon (Trustee)

Trustees Absent:         None

 

The meeting was called to order by Wendy at 7:00 p.m.

 

Secretary's Report

The minutes of the September 2024 Board meeting were read in advance by Trustees.  Barbara made a motion, seconded by Wendy, that the minutes be approved.  The motion was approved by a vote of 7-0.  A Board meeting was not conducted in October 2024 due to Hurricane Milton.

 

Treasurer’s Report (October/November 2024) (rounded to nearest dollar)

Revenue from previous month:  $297

Expenses: 

Unaudited financial statement - $750 (32.00)

Utilities - $99 (43.00)

Landscape maintenance - $815 (46.00)

Cash in bank:  $74,703

Available to spend:  $60,204

 

New Fiscal Year Business

 

Reappoint Trustees with Expiring Terms (Seats 1, 2, 3) and Officers and Submit Meeting Minutes to County

 

  • Trustees with Expiring Terms – Carol made a motion, seconded by Wendy, that Steve Castry (Seat 1), Penny Phillips (Seat 2), and Dena Galyardt (Seat 3) be reappointed to those seats.  The motion was approved by a vote of 7-0.

 

  • Officers – Penny made a motion, seconded by Barbara, that the following slate of officers be reappointed, and the motion was approved by a vote of 7-0:  President – Wendy McCrorey, Vice President – Dean Galyardt, Treasurer – Barbara Appel, Secretary – Penny Phillips

 

Penny will submit a copy of the November 2024 minutes to County Management& Budget and County Supervisor of Elections, as required.

Update/Distribute Special District Information Form – Penny verified with Trustees that no personal information on the form needed to be changed.  She will update the form with new expiration dates for Seats 1, 2, and 3 (September 2028) and submit a copy of the form to the governmental agencies listed on the form.

 

Submit Monthly Meeting Schedule Advertisement and Meeting Minutes to County – Penny will submit to County Management & Budget the monthly Board meeting schedule advertisement from the Tampa Bay Times and a copy of the minutes of the September 2024 Board meeting where Trustees voted to approve the schedule.

 

Old Business

 

Repairs to Gunn Hwy. Wall – Wendy and Barbara reported that there is no update on when T-3 Construction can start the project.

FY25 Budget – Update – Wendy reported that no response regarding the submitted budget has been received from the County.

 

FY24 Unaudited Financial Statement – Update – Barbara reported that she received the completed statement from King & Walker and Penny forwarded it to County Management & Budget on November 8, 2024 with a copy of the minutes of the August 2024 Board meeting where Trustees approved the unaudited financial statement and a copy of the notice (postcard) to property owners regarding the Board’s approval.

 

Review of Proposed Goals and Objectives and Performance Measures and Standards – Wendy asked Trustees if they had any questions about the documents Penny had drafted and distributed to them prior to the meeting.  Since there were no questions or recommended revisions, Allen made a motion, seconded by Steve, that the Goals and Objectives and Performance Measures and Standards be approved as written.  The motion was approved by a vote of 7-0.  Barbara reported that she had already added them to the District website with links to the documents.

 

New Business

 

FY25 Surety Bond – Barbara reported that she had paid the $100 for the bond, and the new bond would not expire until October 20, 2025.

 

Annual Records Management Compliance Statement – Penny reported that this form was received by her in the mail, and she prepared it for Wendy’s signature. Penny will submit it to the State via email.

 

Annual Report to the State CEO – Barbara reported that she submitted this report to the State on October 5, 2024 via email.

 

Hurricane Debris – Wendy reported that all debris at the entrances and along the walls had been picked up and there was no major damage to the monuments, plants, or walls.  Dena commented that many Beacon Meadows residents worked together to clear debris within the subdivision, and she requested that this be noted on the District website.

 

Electrical Issue at Casey Rd. Entrance – Allen described in detail what he did to troubleshoot the electrical outage at that entrance. Since he was unable to locate the problem, Wendy requested an estimate from Jim Kalach of Jim’s Electrical Services to resolve the issue. The estimate provided was $1,150 (disconnect wires running from back of panel to back wall, run new wire from panel to junction box next to GFCI outlet post, reconnect existing wires at junction box to feed outlet across street).  Barbara made a motion, seconded by Carol, to approve $1,150 (46.00) for Jim’s Electrical Services to perform the work, as stated in the estimate.  The motion was approved by a vote of 7-0.  Wendy agreed to contact Mr. Kalach as soon as possible in hopes that repairs can be made before holiday decorations are put up.

 

Other Business

 

Holiday Decorations at Entrances – A date for putting up decorations was discussed. Barbara made a motion, seconded by Wendy, that decorations be put up on November 23, 2024, starting at 9:00 a.m. at the Casey Rd. entrance.  The motion was approved by a vote of 7-0.  Unless the electrical problem is resolved at the Casey Rd. entrance, only wreaths will be put up at that entrance.

 

There being no further business, Penny made a motion, seconded by Steve, that the meeting be adjourned at 7:37 p.m. The motion was approved by a vote of 7-0.
