The meeting was called to order by Wendy at 7:01 p.m.

 

Secretary's Report

The minutes of the January 2024 Board meeting were read in advance by Trustees.  Allen made a motion, seconded by Carol, that the minutes be approved.  The motion was approved by a vote of 6-0. 

 

Treasurer’s Report (January 2024) (rounded to nearest dollar)

Revenue from previous month:  $467

Expenses: 

Utilities - $149 (43.00)

Landscape maintenance - $815 (46.00)

Cash in bank:  $79,926

Available to spend:  $68,426

 

Wendy commented that the cost of utilities increased slightly in January.  Barbara replied that electric had increased, but she was unsure of the reason for this.

 

Old Business

 

Status of FY23 Unaudited Financial Statement – Barbara reported that she is waiting for the State financial system to be accessible so the statement can be certified in that system. This topic was tabled until a future Board meeting.

 

Charge for Unexpected Pruning of Crepe Myrtles at Gunn Hwy. Entrance – Barbara reported that the District has not been charged yet.  She will continue to monitor this. This topic was tabled until a future Board meeting.

 

Incident Report for Graffiti on Gunn Hwy. Wall – Penny reported that the status of the incident report filed with the County Sheriff’s Office is still classified “active investigation.” Since it is unlikely the District will receive any compensation for this incident, she recommended that the topic be removed from the agenda.  However, she will access the Sheriff’s Office website periodically to check on the status of the report.  Trustees agreed.

 

Repairs to Gunn Hwy. Wall – No update available. Barbara commented that the sections of the wall that need to be repaired next are problematic because of pavers and plants interfering with the wall. No sections are in peril of falling over at this point. This topic was tabled until a future Board meeting.

 

New Business

 

FY24 Projected Budget Concerns - Penny commented that she recalled it could be a problem if a certain amount of money was not spent during a fiscal year based on the projected budget. She offered to review the Special Districts budget guidelines for information on this.  Barbara added that having $50,000 or more in the budget would require a full audit, which is more costly than an unaudited financial statement.

 

 

Potential Expenditures for Fiscal Year – Penny suggested that potential expenditures over and above regular ongoing expenditures be considered.  Wendy commented that some of the plants at the Gunn Hwy. entrance are not thriving.  She thought adding fertilizer might help.  However, new plants at that entrance could be a possible future expenditure.

 

Irrigation System at Gunn Hwy. Entrance – Allen reported that the irrigation system at that entrance had not been turning on because the GFIC had somehow been tripped.  He did not know how long it had been inoperable, but that could have been the reason for the plants at that entrance not thriving.

 

Work Orders for Potholes in Subdivision – Barbara reported that she had submitted three work orders to County Public Works for repair of street potholes in the subdivision.

 

There being no further business, Penny made a motion, seconded by Wendy, that the meeting be adjourned at 7:32 p.m. The motion was approved by a vote of 6-0.
