Trustees Absent:         None

 

The meeting was called to order by Wendy at 7:00 p.m.

Secretary's Report

The minutes of the August 2024 Board meeting were read in advance by Trustees.  Allen made a motion, seconded by Steve, that the minutes be approved.  The motion was approved by a vote of 7-0. 

 

Treasurer’s Report (August 2024) (rounded to nearest dollar)

Revenue from previous month:  $0

Expenses: 

     Utilities - $96 (43.00)

     Landscape maintenance - $815 (46.00)

     Postcards (unaudited financial statement) - $212 (41.00)

Old Business

 

Repairs to Gunn Hwy. Wall – Wendy and Barbara reported that there is no update on when T-3 Construction can start the project.

 

Submission of Corrected FY25 Budget – Wendy reported that this was submitted to Mary Mahoney, County Management & Budget, on August 20, 2024.

 

Mailing for Approved FY24 Unaudited Financial Statement – Barbara reported that the postcards were scheduled to be mailed on August 31, 2024.  All Trustees acknowledged receipt of their postcard.

 

New Business

 

2024 Assessment and Certificate to Roll – Barbara reported that these were submitted to the County Tax Collector’s Office on August 26, 2024, which was a timely submission.

 

Vote to Approve FY25 Monthly Meeting Schedule – Wendy made a motion, seconded by Penny, that the monthly Beacon Meadows Special Dependent District Board meetings for FY25 continue to be conducted on the second Tuesday of each month at 7:00 p.m. at the Northdale Recreation Center, 15510 Hooting Owls Place, Tampa, Florida.  The motion was approved by a vote of 7-0.  Barbara agreed to advertise the meeting schedule in the Tampa Bay Times Bulletin Board as soon as possible.

 

Goals and Objectives/Performance Measures and Standards/Annual Report – Beginning October 1, 2024, Section 189.0694, F.S., requires that “each special district must establish goals and objectives for each program and activity undertaken by the district, as well as performance measures and standards to determine if the district’s goals and objectives are being achieved.” The statute also requires that, by December 1 of each year thereafter, an annual report of goals and objectives achieved and not achieved, based on the performance measures and standards, must be posted on the district’s website.  Trustees discussed how the goals and objectives should be based on Ordinance #87-53, which created Beacon Meadows Special Dependent District.  Performance measures and standards and the annual report were also discussed. Penny agreed to draft the goals and objectives to present to Trustees at the October Board meeting.

 

Change to Florida Department of Financial Services Website Link for Annual Financial Report/Special District Website Requirements – Barbara reported that she updated the link on the website, as required.  She also reported that the only item missing from the website was the annual report (see previous agenda item), which is not required to be accomplished until December 1, 2025.

 

Inquiry about Deed Restrictions from Twelve Oaks Special District – Wendy reported that she received an email from the President of that district.  Since the inquiry was about deed restrictions, some Trustees questioned if this was a subject to be discussed at a Board meeting.  Therefore, Carol made a motion, seconded by Allen, that this not be considered an agenda item for discussion. The motion was approved by a vote of 7-0.

 

There being no further business, Wendy made a motion, seconded by Barbara, that the meeting be adjourned at 7:45 p.m. The motion was approved by a vote of 7-0.
